Identifying High Pedestrian Crash Sites for Safety Projects 

The DeKalb County Public Works Transportation Division in Georgia used AASHTOWare Safety to identify high-pedestrian-crash locations and successfully secured funding for safety projects to address them.

Process Overview

Officials in DeKalb County expressed a growing concern about pedestrian-involved crashes in the county. In response, the DeKalb County Transportation Division was tasked with investigating this issue and proposing a solution. 

The department generated a hotspot list for pedestrian crashes in the county using AASHTOWare Safety’s Network Screening tool. They conducted a network screening for pedestrian crashes on .3-mile sections of county-owned roadways with three or fewer lanes in DeKalb County.    

Limiting the analysis window to .3 miles allowed the team to isolate meaningful problem areas; analyzing larger roadway windows may have been too broad to identify pedestrian crossing patterns.

Once the team had the ranked list of roadway windows, one hotspot stood out: a stretch of roadway between two traffic signals, with an apartment complex on one side and a gas station on the other. 

The location had a high number of pedestrian incidents, likely due to people crossing mid-block to reach the gas station from the apartments. The team proposed installing a pedestrian hybrid beacon at that location and at other high-risk areas. 

With a clear understanding of the problem areas and a plan to address them, the county allocated $1 million in funds to the transportation division to enhance safety at the identified pedestrian crash hotspots. 

Targeted analysis that prioritizes high-risk areas and emphasizes data-driven decisions can lead to more effective safety strategies and lasting improvements across communities.
