Process Overview

The Utah Department of Transportation (UDOT) has worked closely with AASHTOWare Safety to implement a new operating procedure requiring a safety analysis report to be
created for every road improvement project in the state. This emphasis empowers designers with safety improvement recommendations that can be considered early enough in the design phase to influence every step of the process.

This report, known as the Project Safety Analysis (PSA) report, has allowed UDOT to drastically increase the number and timeliness of safety recommendations across the state. Before implementing this new process, UDOT could create only 15-20 safety reports annually. With the new PSA process, UDOT has created over 200 reports annually. This increase in report efficiency has allowed UDOT to include safety on every project across the state.

Using Safety Analysis, UDOT engineers can quickly conduct an in-depth analysis of crash patterns and easily identify treatments to improve safety at the selected location. These recommendations include a summary of the reduction in crashes and the total benefit of the selected treatments, making the impact on safety clear to all involved.

These PSA reports are then shared with the design team in a format that is easy to understand, allowing them to incorporate targeted safety improvements into their design recommendations, which has helped create a culture of “Safety on Every Project.”
